Our Valued Client - Target Sourcing Services LLC is looking for a Senior PSQA Manager Third Party as below:
Primary Function:
• Own local 3rd Party management for field activities in assigned region(s)
o Support training and onboarding new 3rd Parties and Target Managers for local management
o Perform oversight and monitoring of 3rd Party activities by leveraging calibration, establishing and monitoring KPIs, reporting, issue escalation, etc.
o Aggregation and escalation of issues and trends to local 3rd Party management and Target HQ 3rd Party team
• Support of Target’s global management of PSQA 3rd Parties by assisting in:
o 3rd Party research, selection and contracting
o Development and maintenance of standardized trainings and calibrations for 3rd Parties
o Development and maintenance of the detailed process for 3rd Party oversight
o Taking lead to manage projects and initiatives to improve the overall program
ROLES AND RESPONSIBILITIES
In-country 3rd Party Program Management
• Manage 3rd Party relationship and communication
o 3rd Party point of contact for assigned region(s) for issues, questions, or concerns
o Point of contact to aggregate 3rd Party performance for MD’s and other partners
o Communicate program and process updates to vendors and local PSQA / Sourcing teams
o Engages with local 3rd Party management
o Leads performance & operational reviews with local 3rd Party team and management
o Provides inspection forecast by category for assigned region(s) and calibrates globally. This includes providing forecast updates for new categories, significant production shifts, and new projects.
• Manage 3rd Party Training and Onboarding
o Organizes and prepares content for PSQA Trainings for 3rd Parties (includes training on technology updates)
o Assigns and manages outcomes of 3rd Party Trainings and Calibrations to the local PSQA office. .
o Implement any process changes with local 3rd Party management and 3rd Party inspectors
o Oversee 3rd Party qualification and auditor / inspector training to ensure 3rd Party inspectors meet Target’s requirements
 Assist in developing and maintaining a globally standardized 3rd Party training and calibration processes
 Supports onboarding 3rd Parties in new regions as needed
• Manage 3rd Party Oversight
o Provides regular oversight of 3rd Party activities and owns follows-up with the local 3rd Party management and HQ 3rd Party team for all identified issues and trends
o Monitors and manages outcome of 3rd Party regional KPIs reporting (scheduling, report turnaround, pass/fail rate, ethics, inspector performance, etc.)
o Monitor effectiveness of 3rd Party internal oversight of their own teams
o Monitors 3rd Party execution and holds PSQA Local Team accountable for 3rd Party validation
 Identifies 3rd Party re-training opportunities through audit results analysis and KPIs
 Assigns and manages outcome of 3rd Party Inspector assessments to the local PSQA team
 Assigns and manages outcome of 3rd Party random validation inspections to the local PSQA team
 Validates all oversight activities are being completed by the local PSQA teams
 Conducts desk audits, report reviews, inspector assessments, and other oversight activities to monitor 3rd Party execution and to validate effective oversight by the 3rd Party and local PSQA team conducting validation audits
o Schedule Oversight
 Validates waived inspections are following the defined criteria
 Monitors 3rd Party scheduling and partners with 3rd Party on ensuring they have capacity to schedule within the defined guidelines
• Escalates inspector capacity issues to HQ 3rd Party team
 Creates and aggregates 3rd Party analysis of data dashboards monthly and quarterly to support oversight and communication of results with the PSQA Managing Directors and the global 3rd Party team
o Aggregates issue escalation from the local PSQA team to HQ 3rd Party team
 Engages with the local PSQA teams to ensure effective 3rd Party execution and oversight
 Collaborates with the local PSQA team on monitoring 3rd Party ethics
o Partners with Global Investigations and HQ 3rd Party team on 3rd Party ethical management, oversight, and investigations
o Communicate 3P performance and KPIs as well as escalations of issues and trends to PSQA MDs and global 3P team
• Budget/Invoicing
o Aggregates and manages the inspection forecast and financial budget for local 3rd Party field activities in partnership with PSQA field managers, Directors, Analysts and HQ 3rd Party team
o Monitors regional inspection cost and scheduling efficiency
o Reviews and approves 3rd Party cost quotes
o Provides oversight and escalates concerns on invoicing
• Explorations
o Supports new COP risk assessment for new regions and category
 New country risk CFT and activation of the local PSQA teams based on Sourcing Office alignment
 COP Expand: Assessment of viability of 3rd Party for adding a new category
 COP Explore: Assessment of viability of 3rd Party for adding a new country
o As needed, collaborates with HQ 3rd Party team on 3rd Party research for a specific category or region
o Partner with local MDs and HQ teams on PSQA oversight planning and implementation
Program Maintenance—working as the Global 3rd Party Team
• Develop and maintain global best methods for 3rd Party program management; 3rd Party on-boarding and training materials
• Provide program input relevant to the country and product categories for industry alignment and internal standardization
• Calibrate globally with 3rd Party Senior Managers on program management to ensure consistency on execution of the program and Target processes
• Support the collection of 3rd Party business requirements and interaction models with our technology supplier ensuring collaboration with the local PSQA / Sourcing teams, 3rd Party management, and global 3rd Party team
HQ Specific Function and Responsibilities (not to exceed 20% of the job role)
• Global program support
o Hold regular meetings with global 3rd Party management and act as point of contact for global issues
o Support annual Top to Top and operational reviews with all 3rd Parties
o Aggregate global 3rd Party dashboard results monthly and quarterly
o Technology Captain: Support and manage US and 3rd Party rollouts
o Aggregate and Manage Corporate Budget for all 3rd Party field activities in partnership with the Local 3rd Party Management teams ($5.0+M)
• Product Seal Management
o Manage relationship with our supplier for seals
o Point of contact for reordering and any seal related issues
• US, Canada, MX QA Activities Execution (PWL, Inspections, TPR, QAFA)
o Communicate product watch list requirements to the 3rd Parties along with reviewing the results and communicating back to HQ
o Provide support/guidance to Auditors/Inspectors (HQ, Contractor and 3rd Party)
o Provide CAP/CAPAs executed oversight for HQ regions

• Reports to HQ PSQA Director
• Main contact for all 3rd Party Field Services
• Main contact for Technology Supplier
• PSQA Sr. Directors and MDs
• Local 3rd Party Managers

• Local 3rd Parties / Field Engineers
• HQ PSQA Engineers

• Bachelor’s Degree
• 8-10 years’ experience in Business Operations, QA or Finance / Accounting, Data Analytics
• Experience in Quality Assurance / Quality Control / Quality Management
• Strong analytical and technical acumen
• Excellent organizational skills
• Excellent communication and interpersonal skills
• Must be proficient in both written and spoken English
• Experience supporting a large network of internal and external partners/clients
• Able to maintain flexibility in a changing environment
• Excellent critical thinking and intuitive problem solving skills
• Experienced working globally including early morning and evening calls
• Advanced Computer skills and able to use all relevant tools and systems
• Ability to travel often domestically and overseas
Desired requirements:
• Understanding of Merchandising Pyramid and other functional areas within OBS
• Preferred experience with Target mainframe systems
